Title: ●2025-2027 Atlantic Herring Specifications 
Abstract:

The New England Fishery Management Council recommended 2025-2027 Atlantic herring specifications at its September 2024 meeting. The herring stock is overfished, but not subject to overfishing. The Council’s overfishing limit and acceptable biological catch (ABC) recommendations are based on short-term biomass projections from the 2024 management track stock assessment and consistent with the herring ABC control rule and rebuilding plan. This action would implement the Council’s recommended 2025-2027 herring specifications pursuant to the rulemaking authority under the Magnuson-Stevens Fishery Conservation and Management Act section 305(d). Short-term projections from the 2024 stock assessment indicate the herring biomass is historically low and an almost 90-percent reduction from the current 2025 annual catch limit (ACL) (23,961 mt) to the new 2025 ACL (2,710 mt) is needed to lessen the risk of overfishing and help rebuild the stock. The 2025-2027 herring specifications are expected to result in continued decreases in fishing effort and negative social and economic impacts on the herring fishing industry, as well as fishing communities and stakeholders directly or indirectly reliant on the herring fishery.
