On October 23, 2024, the Bureau of Industry and Security (BIS) published in the Federal Register the proposed rule, "Export Administration Regulations: Revisions to Space-Related Export Controls, Including the Addition of License Exception Commercial Space Activities (CSA)." This final rule responds to the comments received to implement changes to the spacecraft and related items under the EAR. This final rule is published concurrently with the Department of State final rule, "International Traffic in Arms Regulations (ITAR): U.S. Munitions List Categories IV and XV" (1400-AE73), which proposes changes to the spacecraft and related items controls under the ITAR. These changes will better enable a globally competitive U.S. space industrial base while continuing to protect U.S. national security and foreign policy interests.
