Title: ●Zero-Based Regulating 
Abstract:

As required by Executive Order 14270, titled Zero-Based Regulatory Budgeting to Unleash American Energy (April 9, 2025), the Department of the Interior (DOI) is proposing to implement a program of zero-based regulating to periodically review many of its regulations. Specifically, DOI, through the Bureau of Safety and Environmental Enforcement, is proposing to insert sunset provisions into regulations promulgated pursuant to the Outer Continental Shelf Lands Act and its amendments.  The sunset provisions would establish a conditional sunset date for the regulations one year from the effective date of the final rule. If DOI does not extend a particular regulation before its conditional sunset date, that regulation will expire, cease to be enforceable, and be removed from the Code of Federal Regulations.
