Fall 2017 Unified Agenda of Federal Regulatory and Deregulatory Actions

AGENCY: National Archives and Records Administration (NARA).

ACTION: Semiannual regulatory agenda.

SUMMARY: This agenda announces the proposed regulatory actions that the National Archives and Records Administration (NARA) plan for the next 12 months and those actions that NARA has completed since the spring of 2017. We developed this agenda under the guidelines in OMB's Memorandum for Regulatory Policy Officers at Executive Departments and Agencies and Managing and Executive Directors of Certain Agencies and Commissions. NARA publishes this agenda to provide people with information on our regulatory plans and with more opportunities to participate in the rulemaking process. Some of the regulations listed in the agenda are considered significant under Executive Order 12866, "Regulatory Planning and Review."

We have removed revisions to the Federal records management regulations found at 36 CFR Chapter XII, Subchapter B (phases I, II, and III) from the Agenda this fiscal year so that we can make more substantial revisions to the regulations. We do not anticipate publishing a rulemaking action for these regulations until after FY 2018, so we are removing them from the Unified Agenda for now. We have also removed an upcoming revision to the National Historical Publications and Records Commission (NHPRC) grant program regulation at 36 CFR 2006 for similar reasons.
