Fall 2018 Semiannual Agenda of Regulations

ACTION: Semiannual Regulatory Agenda

SUMMARY: The U.S. Agency for International Development (USAID) is publishing this Agenda as required by Executive Order (EO) 12866, "Regulatory Planning and Review" (58 FR 51735, October 4, 1993), as amended by EO 13422 (72 FR 2763) January 18, 2007, and the Regulatory Flexibility Act. This Agenda reports the status of those USAID regulations that are currently under review, and gives the Agency's plan for the issuance of proposed regulations during the next 12 months. It is expected that the information provided in this Agenda will enable the public to be more aware of, and to participate more effectively in, USAID's regulatory process.

SUPPLEMENTARY INFORMATION: EO 12866, as amended, and the regulatory Flexibility Act require the semiannual publication in the Federal Register of an Agenda of regulations. The complete Unified Agenda is published at www.reginfo.gov. The purpose of the Agenda is to provide information to the public on regulations that are currently under review at USAID, or that the Agency is proposing, completing or withdrawing. The Agenda is intended to facilitate comments and views by interested members of the public. Publication of the proposed rulemaking actions in the Agenda does not impose any obligation on USAID to take any final action with regard to any specific item. Furthermore, USAID is not precluded from rulemaking activities not listed in this Agenda.

As instructed by the memorandum "Fall 2018 Data Call for the Regulatory Plan and Unified Agenda of Federal Regulatory and Deregulatory Actions" issued by the Office of Management and Budget on June 18, 2018, when drafting the Unified Agenda, USAID gave especially careful attention to the principles and requirements identified in EO 13771, "Reducing Regulation and Controlling Regulatory Costs," 82 FR 9339 (January 30, 2017); EO 13659, "Streamlining the Export/Import Process for America's Businesses," 79 FR 10657 (February 19, 2014); EO 13563; EO 13610, "Identifying and Reducing Regulatory Burdens," 77 FR 28469 (May 10, 2012); and EO 13609, "Promoting International Regulatory Cooperation," 77 FR 26413 (May 1, 2012).
