Unified Agenda of Federal Regulatory and Deregulatory Actions

AGENCY: Broadcasting Board of Governors

ACTION: Semiannual Regulatory Agenda.

SUMMARY: This Agenda announces regulations the Broadcasting Board of Governors plans to propose, issue, amend, or have under development during the twelve-month period following publication of this Agenda. The purpose of publishing this Agenda is to give public notice of the Broadcasting Board of Governors' regulatory plans to help enable and encourage the public to participate in the rulemaking process.

SUPPLEMENTARY INFORMATION: Executive Order 12866, as amended, and the Regulatory Flexibility Act require the semiannual publication in the Federal Register of an Agenda of regulations. The complete Unified Agenda, including the Broadcasting Board of Governors' submission, is published at www.reginfo.gov. The purpose of this Agenda is to provide information to the public on regulations that are under review, being proposed, completed, or withdrawn by the Broadcasting Board of Governors. This Agenda is intended to facilitate comments and views by interested members of the public. Publication of proposed rulemaking actions in the Agenda does not impose any obligation on the Broadcasting Board of Governors to take any final action with regard to any specific item. Furthermore, the Broadcasting Board of Governors is not precluded from rulemaking activities that are not listed in this Agenda.

When drafting the Unified Agenda, the Broadcasting Board of Governors gave especially careful attention to the principles and requirements identified in Executive Order (EO) 13771, "Reducing Regulation and Controlling Regulatory Costs," 82 FR 9339 (Jan. 30, 2017); EO 13659, "Streamlining the Export/Import Process for America's Businesses," 79 FR 10657 (Feb. 19, 2014); EO 13563, "Improving Regulation and Regulatory Review," 76 FR 3821 (Jan. 21, 2011); EO 13610, "Identifying and Reducing Regulatory Burdens," 77 FR 28469 (May 10, 2012);and, EO 13609, "Promoting International Regulatory Cooperation," 77 FR 26413 (May 1, 2012). In addition, the Broadcasting Board of Governors has determined, under the Regulatory Flexibility Act, that the regulations under consideration will not have a significant economic impact on a substantial number of small entities. Accordingly, no Regulatory Flexibility Analysis is required.
