THE INFORMATION IS USED TO DETERMINE WHETHER TO ALLOW AN INCIDENTAL TA OF MARINE MAMMALS AND TO MONITOR ANY AUTHORIZED TAKING. THE AFFECTED PUBLIC IS ANY U.S. CITIZEN THAT INCIDENTLY TAKES MARINE MAMMALS IN OTH THAN COMMERCIAL FISHING OPERATIONS.
