This ICR for the Discharge Monitoring Report is approved for three years until 01/31/98. When EPA resubmits this ICR, it should reexamine its treatment of capital costs associated with monitoring activities (i.e., conversion of monitoring equipemnt expenses to burden hour estimates). Any burden estimates should be consistent with capital expenditures. In addition, EPA shall continue to disaggregate as much as possible the burden estimates associated with distinct part of the DMR program (i.e., stormwater, sewage sludge, etc.). EPA should submit ICW's to terminate the ICR's that are being incorporated within the DMR ICR. EPA has done a good job describing the basis for its labor rates, but should continue to work to update these rates consistent with the latest OMB guidance.

THIS ICR REVISES AND EXTENDS THE CURRENT MONITORING, REPORTING, AND RECORDKEEPING REQUIREMENTS ASSOCIATED WITH SUBMITTING AND REVIEWING DISCHARGE MONITORING REPORTS (DMR'S), SEWAGE SLUDGE MONITORING REPORTS AND OTHER MONITORING REPORTS UNDER EPA'S NPDES AND SEWAGE SLUDGE PROGRAMS.
