FINANCIAL AND OPERATING REPORT NEEDED BY THE COMMISSION TO CARRY OUT ITS REGULATORY RESPONSIBLITIES UNDER THE ICC ACT, SECTION 20, AS IT RELATES TO OIL PIPELINE COMPANIES.
