OMB appreciates that SRS has continually considered how to redesign and update its collections to keep remain relevant given changes in the data collection environment. For this survey in particular, we applaud attempts to collect useful new kinds of information. However, we are very concerned about the additional burden that will be levied on institutions. It is critical that SRS better estimate the amount of burden that is one-time programming changes versus recurring burden, as well as evaluate the quality of the data received for these new or modified areas of inquiry. We look forward to a complete report on the pilot results before we are asked to consider approving these changes for the full-scale collection.

The survey provides academic R&D Expenditures data by source and discipline, including research equipment. Data are used for planning and policy formulation related to academic science and engineering infrastructure. Users include Congress, Federal agencies, States, industry, universities, etc. Affected public-higher education and associated federally funded R&D centers.
