Abstract:
Qualified persons inspect track and take action to allow safe passage of trains. FRA is amending the Federal Track Safety Standards to promote the safety of railroad operations by enhancing flaw detection processes. Specifically, FRA is establishing minimum qualification requirements for flaw detection equipment operators, as well as revising requirements for effective rail inspection frequencies, rail flaw remedial actions, and rail inspection records. In addition, FRA is removing regulatory/information collection requirements concerning joint bar fracture reporting. This final rule -- and associated information collection -- aim to implement section 403 of the Rail Safety Improvement Act (RSIA) of 2008.

Short Statement:
The total burden for this information collection submission has decreased by 1,285,770 hours from the last approved submission. The decrease in burden is the result of both program changes and adjustments. The tables included in the answer to question number 15 of the attached Supporting Justification itemizes all program changes and adjustments. Program changes listed in the table decreased the burden by 1,935 hours and decreased the number of responses by 11,745. Adjustments listed in the table decreased the burden by 1,283,835 hours and decreased the number of responses by 1,245. The current OMB inventory shows a total burden of 3,761,468 hours, while the present submission exhibits a total burden of 2,475,698 hours. Hence, there is a total decrease of 1,285,770 hours. There is no change in cost to respondents from the last approved submission.
