FRA IS RESPONSIBLE FOR THE ADMINISTRATION OF THE SIGNAL INSPECTION ACT. THE ACT REQUIRES FRA APPROVAL BEFORE SIGNAL SYSTEMS MAY BE MODIFIED OR DISCONTINUED. REPORT IS NECESSARY FOR THE FRA TO DETERMINE COMPLIANCE WITH THIS REQUIREMENT.
