THE NATIONAL SCIENCE FOUNDATION ACT OF 1950, AS AMENDED, (PL-81-50), SEC. 3(A)(6) DIRECTS THE FOUNDATION "TO MAINTAIN A CURRENT REGISTER OF SCIENTIFIC AND TECHNICAL PERSONNEL AND, IN OTHER WAYS TO PROVIDE A CENTRAL CLEARINGHOUSE FOR...DATA ON THE...SCIENTIFIC AND TECHNICAL RESOURCES IN THE UNITED STATES..."
