Abstract:
VEHICLE RECALL ORDERS UNDER SEC. 207 (C)(I) OF THE CLEAN AIR ACT MUST BE SUPPORTED BY INFERENTAIL DETERMINTION THAT A SUBSTANTIAL NUMBER OF VEHCLE IN THE IN-USE POPULATION FAILED TO MEET STANDARDS. TESTING TO PERMIT SUCH INFERENCE REQUIRES THAT VEHICLES BE PROCURED WHICH ARE REPRESENTATIVE OF THE POPULATION OF PROPERLY MAINTAINED AND USED VEHICLES. SECURING OWNER PARTICIPATION AND DOCUMENTING MAINTAINCE AND USE HISTORY REGUIRES THE USE OF AN INTRVIEW FORM
