Abstract:
THESE GUIDELINES REPRESENT THE BASIC STATE PLAN FOR THE DEVELOPMENT OF CHILD WELFARE SERVICES. THE FOUR-PART DOCUMENT CONSISTS OF A A LONG RANGE STRATEGY, AN ANNUAL OPERATING PLAN, ALL OF WHICH EMPHASIZE THE JOINT FEDERAL-STATE PLANNING PROCESS; AND AN ANNUAL BUDGET REQUEST.
