INSTRUCTIONS ARE REQUIRED SO THAT ALL APPLICATIONS WILL BE COMPLETED I ACCORDANCE WITH SPECIFIC AND UNIQUE REQUIREMENTS OF VARIOUS RSA PROGRAMS. PROGRAM STAFF AND/OR OUTSIDE REVIEWERS USE THE APPLICATION INFORMATION TO EVALUATE PROGRAM PROGRESS, PROJECT VIABILITY, SOUNDNESS OF APPROACH AND REASONABLENESS OF PROPOSED COST OF NEW AND CONTINUATIO PROJECTS.
