THESE REQUIREMENTS REPRESENT MINIMUM STANDARDS FOR MAINTENANCE OF RECORDS BE PRUDENT MANAGEMENT OPERATING IN A SAFE AND SOUND MANNER. REGULATIONS ARE ISSUED PURSUANT TO "SAFE AND SOUND OPERATIONS" PROVISIONS IN FEDERAL HOME LOAN BANK, HOME OWNERS LOAN, AND NATIONAL HOUSING ACTS.
