49 USC 391A, 46 CFR 153 -- FOREIGN VESSEL OPERATORS MUST PREPARE AN APPLICATION FOR A LETTER OF COMPLIANCE TO CARRY HAZARDOUS LIQUIDS IN U.S. PORTS, THE LETTER MUST BE REVEWED EVERY TWO YEARS. COAST GUARD USES TO MAINTAIN A SAFETY STANDARDS FOR FOREIGN FLAG TANKERS.
