SECTION 103 AND III OF P.L. 91-173, AS AMENDED BY P.L. 95-164, AUTHORIZES THE ASSISTANT SECRETARY OF MSHA TO INVESTIGATE, OBTAIN, AND UTILIZE INFORMATION PERTAINING TO ACCIDENTS, INJURIES, AND ILLNESSES OCCURING OR ORIGINATING IN MINES. THE INFORMATION COLLECTED IS USED TO MONITOR COMPLIANCE.
