INFORMATION RECEIVED IS USED TO DETERMINE ELIGIBILITY FOR PARTICIPATIO IN THE GRANT-IN-AID STATE PARTICIPATION PROGRAM - HAS LEGAL AUTHORITY AND CAPABILITY TO CONDUCT INVESTIGATIVE AND SURVEILLANCE ACTIVITIES PRESCRIBED BY THE ADMINISTRATOR, CERTIFICATION THAT STATES WILL PROVIDE PROGRAM FUNDING IN EXCESS OF FEDERAL PAYMENTS AND COMPLY WITH OMB CIRCULAR A-102.
