Abstract:
OWNER OR OPERATOR IS REQUIRED TO PERFORM AN EMISSION TEST, REPORT THE RESULTS, AND RETAIN RECORDS OF THE TEST TO DEMONSTRATE TO THE ADMINISTRATOR THAT SOURCE IS INITIALLY IN COMPLIANCE. ADMINISTRATOR MAY APPROVE SOURCE REQUEST FOR MEETING AMBIENT CONCENTRATION AFTER MONITORING RECORDS JUSTIFY THE REQUEST.
