REPORTING RECORDKEEPING REQUIREMENTS ARE NECESSARY TO ENABLE THE ADMINISTRATOR TO IDENTIFY SOURCES SUBJECT TO THE STANDARDS, TO ENSURE THAT THE EMISSION LIMITS ARE BEING ACHIEVED, AND TO ENSURE THAT THE EMISSION REDUCTION SYSTEMS ARE BEING PROPERLY OPERATED AND MAINTAINED.
