THE CERTIFICATE OF ORIGIN REQUIRED WITH EACH IMPORTED SHIPMENT OF SPECIES COVERED BY THE MARINE MAMMAL PROTECTION ACT PREVENTS SHIPMENTS EMBARGOED BY THE DEPARTMENT OF STATE FROM BEING TRANSHIPPED TO A THIRD NATION AND THEN EXPORTED TO THE UNITED STATES.
