WHEN STATE UNEMPLOYMENT FUNDS BECOME INSOLVENT MONEY CAN BE BORROWED B THE STATE FROM THE FEDERAL UNEMPLOYMENT ACCOUNT. TO TRIGGER A LOAN, T GOVERNOR REQUESTS SUCH ADVANCES BY A LETTER TO THE SECRETARY OF LABOR. VOLUNTARY REPAYMENT OF LOANS IS TRIGGERED BY A LETTER FROM THE GOVERNO TO THE SECRETARY OF LABOR.
