TO PROVIDE INFORMATION TO BASE DECISIONS ON THE ISSUANCE OF PERMITS TO ENGAGE IN THE BUSINESS OF IMPORTING OR EXPORTING PLANTS LISTED AS ENDANGERED OR THREATENED, AND TO PROVIDE DATA NEEDED FOR ENFORCEMENT. AFFECTED PUBLIC ARE IMPORTERS AND EXPORTERS OF PLANTS LISTED IN 50 CFR 17, 12 AND 23.
