A COMPREHENSIVE FINANCIAL AND OPERATING REPORT NEEDED BY THE COMMISSIO TO CARRY OUT ITS REGULATORY RESPONSIBILITIES UNDER THE FEDERAL POWER A (FPA) AND UNDER PURPA.
