Terms of Clearance:
The CERTIFICATION OF AUTHORITY is hereby cleared for use through February, l987. OMB informs REA that this form's practical utility is questionable, beacuse the information it requests from cooperatives could be easily obtained through minor modifications to existing REA forms 595 and 481. However, disapproving this form would represent changing an agency practice, close to thirty years old, whic given the low burden, is not worth altering or disrupting. Furthermor OMB believes it is a good instrument for use in litigation and to maintain accountability of Cooperative memberships. This docket is receiving OMB clearance for the first time. If any other REA informaton collections have not received OMB clearance, please identif them and submit to OMB for clearance as soon as possible.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
