THIS SECTION PERMITS THE RECLASSIFICATION OF SMOKELESS POWDER FOR SMAL ARMS ARMS FROM A CLASS B EXPLOSIVE TO A FLAMMABLE SOLID. BY THE CHANG IN CLASSIFICATION THERE IS A SAVING FOR SHIPPERS ON SHIPPING AND STORAGE COSTS AND A SAVING FOR CONSUMERS.
