PERSONS WHO VIOLATE PROVISIONS OF THE TARIFF ACT ARE ENTITLED BY STATUTE (19 USC 1618) TO SEEK MITIGATION OF ANY PENALTIES OR FORFEITURES INCURRED. MANY CASES ARE MITIGATED BY INSPECTORS ON THE LINE. THIS FORM PERMITS A VIOLATOR TO PRESENT HIS STORY FOR MITIGATION. IT PRESERVES A RECORD FOR APPEALS.
