STATES REPORT TO EPA BIENNIALLY ON THEIR WATER QUALITY CONDITIONS AND PROGRAMS. THE AGENCY TRANSMITS THESE REPORTS TO CONGRESS ALONG WIT EPA'S ANALYSIS OF THEM. THE REPORTS ARE USED TO EVALUATE THE STATES' PROGRESS IN IMPLEMENTING THE CLEAN WATER ACT.
