TO EVALUATE CONDITIONS AND PERFORMANCE OF THE NATION'S HIGHWAYS, AID I POLICY DEVELOPMENT, EVALUATE EFFECTIVENESS OF FEDERAL-AID HIGHWAY PROGRAM AND ALTERNATIVE HIGHWAY INVESTMENT STRATEGIES, AID DEVELOPMENT OF LEGISLATION, ESTIMATE PRESENT AND FUTURE HIGHWAY NEEDS, RESPOND TO INQUIRIES (INCLUDING CONGRESSIONAL).
