THIS RECORD IS AN ACCOUNTING TOOL FOR THE LICENSEE AND A TRACING MEANS FOR THE BUREAU OF STOLEN IMPLEMENTS OF WAR USED IN CRIMES, AS WELL AS, AN AUDIT TOOL IN DETERMINING LICENSEE'S COMPLIANCE WITH THE LAW. IT I ALSO USED TO DETECT INTERNATIONAL TRAFFICKING IN ARMS.
