RSPA's Part 191 reporting requirements are approved through 3/31/86 only. When they are resubmitted for OMB approval under the Paperwork Reduction Act, the justification statement must include a progress report on the study referred to in the May 3, 1984 Federal Register notice, which was to address the concerns raised in NTSB comments submitted during the Part 191 rulemaking. This progress report must describe the merits of each of the issues the NTSB has raised, including issues that may go beyond the recordkeeping requirements of Part 191 itself. RSPA must provide a copy of the progress report to the NTSB at least 30 days before it is submitted and invite the NTSB to forward its specific recommendations, if any, to OMB while the request to reauthorize this information collection is pending.
