ESTABLISH A UNIFORM METHOD OF COLLECTING INFORMATION TO DETERMINE IF THE APPLICATION WOULD PROVIDE BENEFITS TO THE PUBLIC AT LARGE, AS REQUIRED BY THE ACT OF JUNE 14, 1926. STATE AND LOCAL GOVERNMENTS, AND NONPROFIT ORGANIZAIONS MAY APPLY TO PURCHASE OR LEASE BUREAU OF LAND MANAGEMENT LANDS FOR PUBLIC OR RECREATIONAL PURPOSES.
