This rule is approved for use through 3/1/85 under OMB control number 2105-0510. DOT needs to submit a better justification statement for the collection to address the following concerns: 1. frequency of the collection 2. complexity of the recordkeeping requirement 3. practical utility for the collection 4. requirements that exceed the guidance outlined in A-110 OMB will review the new submission in light of the above areas.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
