Terms of Clearance:
Approved with conditions as agreed to by BATF Associate Director Phillip McGuire in his letter of February 4, 1985. BATF will develop a revised form to be placed in use as soon as the current stock of Form 4473's is depleted. The revised form will be modified to provide for recording multiple purchases of firearms bought at the same time by the same buyer. A copy of the proposed revision will be submitted to OMB for addition to the file. In preparation for the next clearance review, BATF will collect more detailed information to document the practical utility of firearms traces and to more fully substantiate the recordkeeping burden imposed. Cross tabulations of guns traced will be provided for each type of crime showing the type of gun used, the year of purchase, whether purchased from a collector and whether the gun was new or used. For example, the count of murders committed by use of a long gun purchased used in 1974 from a collector would be tabulated. The results of the study will be provided to OMB no later than six months prior to the next scheduled OMB clearance review of Form 4473.

Abstract:
THIS FORM IS USED BY LICENSED FIREARMS DEALERS TO ESTABLISH THE ELIGIBILITY OF A PROSPECTIVE PURCHASER TO BUY A FIREARM BASED UPON QUESTIONS ANSWERED BY THE PURCHASER. IT ALSO IDENTIFIES THE FIREARM, DATE OF PURCHASE, AND THE DEALER. THE FORM IS USED IN CRIMINAL TRIALS WITH RESPECT TO PURCHASE AND OWNERSHIP AND TO TRACE FIREARMS BACK TO THE ORIGINAL OWNER.
