Abstract:
NEW OR MODIFIED MAJOR STATIONARY AIR POLLUTION SOURCES MUST APPLY FOR PRECONSTRUCTION PERMITS. STATES DETERMINE FROM APPLICATIONS WHETHER POTENTIAL EMISSIONS WOULD ADVERSELY AFFECT THE NATIONAL AMBIENT AIR QUALITY STANDARD. IN CLEAN AREAS PREVENTION OF SIGNIFICANT AIR QUALITY DETERIORATION MUST BE ACHIEVED BY BEST AVAILABLE CONTROL TECHNOLOGY, IN DIRTY AREAS NEW SOURCES REVIEWS REQUIRE LOWEST ACHIEVABLE EMISSION RATES.
