THE INFORMATION COLLECTED BY THE USE OF FORM SSA-781 IS USED TO DETERMINE IF THE "IN CARE" ENTITLEMENT FACTOR IS MET. THE AFFECTED PUBLIC IS COMPRISED OF APPLICANTS FOR BENEFITS ON BEHALF OF AN ENTITLE CHILD WHEN THE CHILD DOES NOT LIVE WITH THE APPLICANT.
