THE NEW REQUIREMENT FOR DATA ON THE "FULL EDUCATIONAL OPPORTUNITY GOAL" (PAGES 9 AND 10) MUST BE DELETED AND REPLACED WITH A REQUIREMENT IDENTICAL TO THE PREVIOUS STATE PLAN REQUIREMENT. CONFORMING CHNGES SHOULD BE MADE TO THE INSTRUCTIONS (PAGE 5). IN LIGHT OF THE TIMING OF THE IMPLEMENTATION OF THIS MAJOR DEPARTURE FROM PREVIOUS POLICY, COLLECTION OF THIS DATA WOULD BE UNREASONABLY BURDENSOME AT THIS TIME. 2. REFERENCES TO 34 CFR 300.123-300.126 UNDER II ON PAGE 5 SHOULD BE DELETED BECAUSE DATA IN THOSE SECTIONS IS NOT USED BY THE PROGRAM.

STATES ARE REQUIRED TO SUBMIT STATE PLAN IN ORDER TO RECEIVE FUNDS UNDER THE EDUCATION OF THE HANDICAPPED ACT, AS AMENDED. THE INFORMATION WILL BE USED AS A BASIS FOR DETERMINING 1) GRANT ELIGIBILITY, 2) COMPLIANCE REVIEW AND ENFORCEMENT, AND 3) THE KINDS OF TECHNICAL ASSISTANCE THE STATE MAY REQUIRE.
