SECTIONS 515(B)(15)(D) AND 719 OF P.L. 95-8 REQUIRE THE STATE REGULATORY AUTHORITY TO PROMULGATE REGULATIONS REQUIRING THE TRAINING, EXAMINATION AND CERTIFICATION OF PERSONS ENGAGING IN OR DIRECTLY RESPONSIBLE FOR BLASTING OR THE USE OF EXPLOSIVES. THIS INFORMATION WILL ENSURE THAT BLASTING IS CONDUCTED IN A SAFE AND ENVIRONMENTALLY SOUND MANNER.
