1. THIS SUBMISSION AS REVISED BY THE MATERIALS SUBMITTED TO OMB ON 1-16-87 BY MARY PAPAGEORGIOU OF EDUCATION IS APPROVED. 2. IF EDUCATION'S SUBMISSION FOR OMB APPROVAL OF THE FULL DATA COLLECTION INCLUDES A PROPOSAL FOR COLLECTION OF DATA REGARDING SCHOOL PERFORMANCE AS MEASURED BY STANDARDIZED ACHIEVEMENT TESTS, THE SUBMISSION MUST INCLUDE A TH0ROUGH DISCUSSION OF THE AVAILABILITY OF TEST DATA GATHERED IN ITEM 21 OF THE SCHOOL SURVEY FIELD TEST AND A DESCRIPTION OF THE NECESSARY ANALYTICAL TOOLS TO BE UTILIZED AS WELL AS A COMPREHENSIVE PLAN INDICATING HOW THE DATA ARE TO BE USED. 3. ON THE BASIS OF INFORMATION CONTAINED IN THE REQUEST FOR OMB APPROVAL, OMB DOES NOT ACCEPT EDUCATION'S PLAN TO CONDUCT THIS DATA COLLECTION ON A BIENNIAL BASIS. SHOULD EDUCATION CONTINUE TO BELIEVE THAT A BIENNIAL COLLECTION IS NECESSARY, EDUCATION'S SUBMISSION FOR OM APPROVAL OF THE FULL COLLECTION MUST CONTAIN A COMPLETE JUSTIFICATION THAT REFLECTS A BALANCING OF THE BURDEN AND COST ASSOCIATED WITH THE DATA COLLECTION AGAINST THE UTILITY OF A BIENNIAL COLLECTION, AND THAT CONTAINS A DETAILED EXPLANATION AS TO WHY ANY LESS FREQUEST COLLECTION IS NOT ACCEPTABLE.

Abstract:
THE PURPOSE IS TO FIELD TE DATA COLLECTION PROCEDURES AND INSTRUMENTS FOR AN INTEGRATED SET OF SURVEYS OF PUBLIC AND PRIVATE ELEMENTARY AND SECONDARY SCHOOLS, TEACHE AND LEAS. THE ULTIMATE PURPOSE IS TO PROVIDE NATIONAL AND STATE ESTIMATES OF TEACHER DEMAN AND SHORTAGE, SCHOOL CONDITIONS AND STAFFIN TEACHER QUALIFICATIONS, AND ADMINISTRATOR BACKGROUND. THESE DATA WILL BE USEFUL TO POLICY MAKERS AT NATIONAL, STATE, AND LOCAL LEVELS.
