Abstract:
THE REGULATION AFFECTS CERTAIN TAXPAYERS THAT WISH TO ADOPT, RETAIN, OR CHANGE TO A TAXABLE YEAR THAT IS A FISCAL YEAR. THE REGULATION PROVIDES SPECIAL LIMITATIONS APPLICABLE TO THOSE TAXPAYERS FOR A TEMPORARY PERIOD IN ORDER TO PREVENT THE CIRCUMVENTION OF THE EFFECTIV DATE PROVISIONS OF THE TAX REFORM ACT OF 1986.
