Abstract:
THE STANDARD REQUIRES OWNERS OF PHOSPHATE FERTILIZER PLANTS TO MAKE REPORTS TO THE ADMINISTRATOR AND TO KEEP RECORDS. THE REPORTS AND RECORDS ENABLE THE ADMINISTRATOR TO DETERMINE THAT BEST DEMONSTRATED CONTROL TECHNOLOGY IS INSTALLED AND PROPERLY OPERATED AND MAINTAINED.
