ENSURE THAT SOUND FINANCIAL PRACTICES ARE FOLLOWED BY PUBLIC HOUSING AGENCIES (PHA'S) AND THAT FEDERAL FUNDS ARE USED FOR ELIGIBLE EXPENDITURES.
