Abstract:
MSHA IS ISSUING AN EMERGENCY TEMPORARY STANDARD (ETS) WHICH REQUIRES UNDERGROUND COAL MINE OPERATORS TO CONDUCT ADDITIONAL TRAINING ON SELF-CONTAINED SELF-RESCUE DEVICES. THE ETS ALSO SERVES AS THE AGENCY'S PROPOSED RULE WHICH, WHEN PUBLISHED AS A FINAL RULE, WILL REQUIRE UNDERGROUND COAL MINE OPERATORS TO AMEND THEIR TRAINING PLANS.
