FINANCIAL AND OPERATING REPORT NEEDED BY THE COMMISSION TO CARRY OUT ITS REGULATORY RESPONSIBILITIES UNDER THE ICC ACT, SECTION 20 AS IT RELATES TO OIL PIPELINE COMPANIES.
