We have approved this proposed collection of information through 5/88, by which time the agency will have published the final rule. When resubmitted for review, each element of the chemical hygiene plan, 1910.1450(d)(2)(i) through (d)(x), shall be completely justified. Thi justification shall include a summary of the comments in the public rulemaking record on each element. Second, the final paperwork package shall include an estimate of the burden hours associated with 1910.134, the respiratory protection program, which is referenced in .1450(e). Third, the agency shall arrive at a net change in burden by estimating the reduction in burden resulting from the exemption for laboratories from recordkeeping requirements in the general industry health standards. Fourth, the burden estimate of five minutes for exposure evaluations and three hours for development of chemical hygie plans shall be supported by evidence from the record, or shall be revised accordingly. Fifth, the estimated current compliance rate of 56 percent for the chemical hygiene plan requirements shall be supported by evidence from the record, or shall be revised accordingly
