UNDER SECTION 313, OWNERS AND OPERATORS OF SPECIFIED FACILITIES MUST REPORT RELEASES OF TOXIC CHEMICALS. EPA MUST PUBLISH A TOXIC CHEMICAL RELEASE FORM FOR REPORTING RELEASES, AND MUST MAINTAIN A DATA BASE CONTAINING THE COLLECTED INFORMATION, FOR GENERAL USE BY THE PUBLIC.
