This collection is approved for use under OMB control number 2115-0504 through 12/31/88 by which time Coast Guard shall have amended the collection's justification to respond to the following question: If the purpose of the recordkeeping requirements is to insure the availability of information that is unique to each vessel and needed by Coast Guard boarding personnel, then why should the Coast Guard refrain from designing into MSIS a capability to store such information, as appropriate, thereby eliminating the need for vessels to maintain certain records on board? The Coast Guard should also be aware that statutes can be amended in order to bring information collections into compliance with the Paperwork Reduction Act of 1980.

Abstract:
THIS INFORMATION IS NEEDED TO ENABLE THE COAST GUARD TO FULFILL ITS RESPONSIBILITIES FOR MARITIME SAFETY UNDER TITLE 46, U.S. CODE. IT IS USED SOLELY FOR THIS PURPOSE. THE AFFECTED PUBLIC INCLUDES SOME OWNERS/OPERATORS OF LARGE MERCHANT VESSELS AND ALL FOREIGN-FLAG TANKERS CALLING AT U.S. PORTS.
