THIS IS AN APPLICATION PERMIT, AND SPECIAL LICENSE FOR UNLADING OF PASSENGERS, CARGO, AND BAGGAGE FROM A VESSEL ARRIVING FROM ANY PORT OR PLACE OUTSIDE THE CUSTOMS TERRITORY OF THE U.S., OR THE LADING OF CARGO, BAGGAGE, OR OTH ARTICLES DESTINED TO A PORT OR PLACE OUTSIDE THE CUSTOMS TERRITORY OF THE U.S. IT IS ALSO AN APPLICATION FOR OVERTIME OR CLEARANCE OF A VESSEL.
